To enable the monetization of your YouTube channel you need at least 1k of subscribers (correct me if smth wrong). But i guess the certain numbers doesn't matter as I'm interested in the concept of enabling monetization after the author proves the general quality of the content.

KOII tokens are earned by tracking Proofs of Real Traffic (PoRT) on your website or content. Thus, to prove the quality of the content can be used smth like Proof of Quality and if the user achieves the certain level of views I guess his content could be tracked by PoRT.
